Yes. In California, Uber Black drivers need their own commercial auto policy, not a personal policy with a rideshare endorsement. Uber treats Black, Black SUV and Lyft Black drivers as commercial drivers, and Uber’s own rideshare insurance does not apply to those trips. Here is what changes when you move up from UberX, and why it matters.
This is the question IIS Insurance Services hears most from drivers who just got approved for Black and assumed their UberX setup would carry over.
Does Uber Black need commercial insurance in California?
Yes. Uber Black operates as a premium, prearranged transportation service. To drive it in California you need a CPUC TCP permit and commercial auto insurance that meets the CPUC minimum, which is $750,000 combined single limit for a vehicle seating 7 passengers or fewer. Uber asks for a certificate showing that limit for each vehicle before it turns Black on. Uber’s commercial coverage FAQ is direct about it: commercial drivers provide their own commercial auto insurance, and Uber’s rideshare policies do not cover commercial trips.
Why UberX insurance may not work for Uber Black
UberX runs on a three-layer system. Your personal policy covers you when the app is off. A rideshare endorsement covers the gap while you wait for a request. Uber’s TNC policy takes over once you accept a trip. That system exists because UberX drivers are TNC drivers.
Uber Black drivers are not TNC drivers. They are charter-party carriers with their own permit, and Uber does not insure their trips. So the endorsement has nothing to hand off to, and the personal policy underneath it excludes livery use. The result is no coverage at all on a Black trip.
Personal auto, rideshare, Uber coverage and commercial auto
| Coverage | Built for paid passenger trips? | Works for Uber Black? | What to confirm |
|---|---|---|---|
| Personal auto insurance | No | No. Livery use is excluded. | Read the exclusions page; “vehicle for hire” is almost always listed. |
| Rideshare endorsement | Partly, for TNC trips | No. It assumes Uber’s TNC policy is behind it. | The endorsement names TNC use, not charter-party use. |
| Uber’s TNC policy | Yes, for UberX-type trips | No. It does not apply to commercial drivers. | Uber’s commercial coverage FAQ. |
| Commercial livery policy | Yes | Yes. Required by Uber and the CPUC. | Limit matches seating capacity; carrier e-files with the CPUC. |
When a California TCP permit changes the insurance question
The moment you apply for a TCP, you are telling the state you carry passengers for hire. The CPUC requires evidence of commercial insurance on file before it issues the permit and for as long as the permit is active. If your carrier reports a cancellation, the CPUC can suspend the permit, and Uber will deactivate Black access. The permit and the policy are tied together; you cannot have one without the other. Our guide to California TCP permit insurance and the CPUC filing walks through the application.
Certificates, filings and the order to complete them
- Confirm your TCP details, vehicle, drivers and the limit you need.
- Get commercial auto quotes. We run the same driver through several livery carriers.
- Bind the policy and pay the down payment.
- The carrier e-files evidence of insurance with the CPUC.
- You upload your certificate of insurance to Uber, Lyft, the airport or any hotel or corporate client.
Uploading a certificate to Uber before the CPUC filing posts is the most common way drivers end up with documents that do not match. Do the filing first.
What your Uber Black commercial auto policy should cover
- Auto liability at $750,000 CSL, or higher for airport and corporate contracts.
- Physical damage (collision and comprehensive) on the vehicle, required by any lender.
- Uninsured and underinsured motorist coverage for you and your passengers.
- Medical payments regardless of fault.
- Hired and non-owned auto if you ever use a replacement vehicle.
Expect roughly $1,000 to $1,500 a month for a solo owner-operator in Southern California with a clean record and one qualifying vehicle, based on 2026 quotes. Our breakdown of Uber Black insurance cost in California explains what moves the number.
Uber Black insurance checklist for owner-operators
- Driver’s license and three-year history for every driver.
- VIN, seating capacity, commercial registration and garaging address.
- TCP number or application status.
- Current declarations page and loss runs, if you have coverage now.
- Any certificate requests from Uber, Lyft, an airport, a hotel or a lender, sent exactly as received.
Situations that can change your coverage needs
A policy that fit when you drove UberX part time will not fit once you add Black, start airport runs or take on a corporate account. Replacing the vehicle, adding a driver, forming an LLC, changing the garaging address or letting the policy lapse all change the risk and the filings. Call us before the change, not after, so the policy, the CPUC filing and the certificates stay in sync.
Common Uber Black insurance mistakes to avoid
- Relying on a personal policy or a rideshare endorsement for Black trips.
- Assuming any livery policy meets Uber’s $750,000 certificate requirement.
- Listing the wrong vehicle use, drivers or garaging address.
- Choosing a limit that meets the CPUC minimum but not your airport contract.
- Uploading a certificate to Uber before the CPUC filing posts.

Frequently asked questions
Is commercial insurance required for Uber Black drivers in California?
Yes. Uber classifies Black drivers as commercial drivers, and the CPUC requires commercial coverage on file for the TCP permit.
Does Uber’s insurance cover Uber Black trips?
No. Uber’s TNC policy covers UberX-type trips. Commercial drivers provide their own commercial policy, and it is the only coverage on a Black trip.
Do I need a TCP permit and CPUC insurance filing for Uber Black?
Yes. Uber requires the TCP certificate and a $750,000 insurance certificate per vehicle, and the CPUC requires your carrier’s e-filed evidence of coverage.
Can I keep my rideshare endorsement for UberX trips on the side?
Usually the commercial livery policy replaces it. If you want to keep taking UberX trips in the same vehicle, tell us so the policy lists that use too.
