Commercial Auto Insurance for Uber Black and Limo Operators in California

Professional driver on a paid trip in California, insured under a commercial livery policy from IIS Insurance Services

Why Uber Black drivers in California need commercial insurance

If you drive Uber Black, Black SUV or Lyft Black in California, or you run a limo with TCP authority, you need commercial auto insurance that the CPUC will accept and Uber will approve. That is the kind of policy we write every day. IIS Insurance Services was established in 2009 and has many years of experience with commercial auto coverage for California livery drivers.

Once you buy the policy and it goes into effect, your insurance company files proof of coverage with the CPUC. Call (877) 210-9514 or send the short form above. We work in seven languages: English, Spanish, Korean, Russian, Ukrainian, Armenian and Georgian.

Here is a quick summary of what matters most. The rest of this page explains each point.

Uber Black insurance in California: the basics before you call

  • IIS Insurance Services writes commercial auto insurance for Uber Black, Black SUV, Lyft Black and limo operators statewide.
  • CPUC General Order 115-G minimums by seating capacity including the driver: $750,000 for 8 or fewer seats, $1,500,000 for 9 through 15 seats, $5,000,000 for 16 or more seats.
  • The insurance company files proof of coverage with the CPUC electronically. You upload your certificate of insurance to Uber, Lyft and any airport that asks for it.
  • 2026 quotes for one car with a clean record run about $1,000 to $1,500 a month. Violations push that a lot higher.
  • Personal auto policies and rideshare endorsements do not qualify.
  • We quote and bind by phone in seven languages. Call (877) 210-9514.

Uber Black is not treated like UberX. On UberX, Uber’s own TNC insurance covers you while the app is on. California law requires specific insurance for rideshare trips, and on UberX, Uber carries it. On Uber Black, Uber classifies you as a commercial driver. You bring your own charter-party permit and your own commercial auto insurance, and Uber’s rideshare insurance does not apply to your trips.

That means three things for an owner-operator:

  • Your personal car insurance will not pay a claim from a paid trip. Livery use is excluded, and rideshare endorsements do not fix it. Uber says this directly in its commercial insurance FAQ.
  • The CPUC will not issue or keep your permit active without evidence of liability insurance on file from your insurance company.
  • Uber will not activate your Black account until it sees a certificate showing at least $750,000 in commercial liability insurance for each vehicle.

So the insurance requirements are not optional paperwork. They are what let you take the trips. Our post on Uber Black insurance requirements in California goes through every document Uber asks for.

TCP permit requirements from the CPUC

The California Public Utilities Commission licenses charter-party carriers. Before you can drive Uber Black in Los Angeles, San Francisco, San Diego or anywhere else in the state, you need a charter-party permit, better known as a TCP number. Here is what the application requirements look like, based on the CPUC’s current licensing page:

  • A non-refundable application fee of $1,000 for standard TCP authority (Class A certificates are $1,500), renewed every three years.
  • Evidence of public liability and property damage insurance, filed electronically with the CPUC by your insurance company or surplus lines broker. You cannot file this yourself.
  • Enrollment in the DMV Employer Pull Notice program (allow about six weeks) and a drug and alcohol testing program.
  • Workers’ compensation insurance on file with the CPUC if you have employees. If you are the only driver and have no employees, ask the CPUC what it needs from you instead.
  • A CHP inspection for vehicles that seat more than 10 or for any modified limousine.

Uber then asks for its own set of documents: the TCP certificate in your name or your company’s name, a Secretary of State Statement of Information if you operate as an LLC or corporation, Uber’s California subcarrier acknowledgement, commercial vehicle registration and a vehicle inspection. Uber lists these on its bring your own commercial permit page.

We walk you through the right order, so you are not paying for insurance weeks before you can use it.

Liability limits by seating capacity

The CPUC sets minimum liability limits based on the vehicle’s seating capacity, counting the driver. These are combined single limits, meaning one number covers bodily injury and property damage together. The figures come from CPUC General Order 115-G and the CPUC passenger carrier FAQ.

Seating capacity (including the driver)Minimum liability required by CPUC
8 or fewer$750,000 combined single limit
9 through 15$1,500,000 combined single limit
16 or more$5,000,000 combined single limit

Almost every Uber Black sedan and Black SUV falls in the first row. Some airport contracts, hotels and corporate accounts ask for $1,000,000 or more, so tell us who you plan to work with before we quote.

What your commercial auto insurance should include

Liability is the only coverage the CPUC and Uber require, and it is what pays for your passengers and anyone else you injure if you cause an accident. The other coverages are optional. They protect you, your vehicle, and your passengers in situations liability does not cover, like a crash caused by an uninsured driver.

Auto liability

The required piece. It pays for injury and property damage you cause to others while you are working, including your passengers. We set the limit to match the CPUC minimum, or higher if a contract requires it. This is the coverage that also satisfies what Uber asks for on Black and Black SUV.

Physical damage

Collision and comprehensive for your own vehicle. On a late-model Escalade, Navigator or S-Class this is usually the largest part of the insurance premium, and it is what keeps you working after an accident. Agreed value coverage is available for specialty vehicles.

Uninsured and underinsured motorist

If another driver hits you and has little or no insurance, this UM/UIM coverage pays for injury to you and your passengers. Many drivers match it to their liability limit.

Medical payments

Covers medical bills for you and your passengers after an accident regardless of fault.

Hired and non-owned auto

Useful if you occasionally hire or rent a replacement vehicle, or have someone else drive on your behalf.

Umbrella, general liability and workers’ compensation

Fleets and limo companies with a base or employees usually add these, starting with general liability. A single owner-operator often does not need them on day one, and we will tell you if that is the case. Commercial auto insurance is the piece every Uber Black driver needs; the rest depends on how you operate.

How much does Uber Black insurance cost in California

There is no flat rate, but we can give you real numbers. Based on the quotes we are seeing in 2026, a single owner-operator in Southern California with a clean record and one qualifying sedan or full-size vehicle should expect commercial auto insurance rates of roughly $1,000 to $1,500 a month. You may see lower starting prices advertised online. In reality, $1,000 to $1,500 a month is what we see once a quote includes the $750,000 liability limit the CPUC requires and physical damage coverage for the car. Quotes can be a lot higher with violations on your record. Where you fall in the real range depends on:

  • The vehicle’s value and repair cost (physical damage is the swing factor)
  • Your driving record and years of experience
  • Where the car is garaged
  • Prior claims or coverage lapses
  • Whether you need higher limits for airport or corporate work
  • What the platforms you drive for ask for (Uber, Lyft or both)
  • How many vehicles and drivers are on the policy

Higher physical damage deductibles and paying the term in full usually lower the price with the insurance companies we work with. IIS Insurance Services charges a broker fee, which we disclose in writing before you buy, and we lower or waive it for drivers going through a hardship.

Because we are an independent insurance agency, we quote the same driver with several livery insurance carriers and show you the difference. Drivers often ask us for the cheapest commercial insurance for Uber Black. Our answer: the best commercial insurance for Uber Black is the one that stays in force at a price you can carry every month. We Shop. You Save.

Best for owner-operators with one to three vehicles

IIS Insurance Services is the best fit for owner-operators with one to three vehicles who are getting their first TCP permit or adding a car to an existing authority. We quote the same driver with several insurance companies that write California livery, explain what the CPUC and Uber will ask for, and keep the renewal from lapsing so the TCP stays active. Larger fleets with employee drivers are a different kind of quote, so tell us how many vehicles and drivers you run and we will point you the right way.

How to get covered and get your CPUC filing done

  1. Send us your driver’s license, the vehicle’s VIN and seating capacity, your TCP number (or your application status) and the platforms you plan to use.
  2. We collect the rest of the driver and vehicle information the insurance companies need, because that is what decides whether they will accept the driver, what they will charge and what the down payment will be.
  3. We come back with quotes from the insurance companies that write California livery.
  4. You pick a policy and pay the down payment, and the policy goes into effect.
  5. Your insurance company files evidence of coverage with the CPUC electronically.
  6. You then get certificates of insurance, which you upload yourself to Uber, Lyft, the airport or any hotel or corporate client. We tell you where each one goes.
  7. When you add a car mid-term, we update the policy and the insurance company refiles with the CPUC so nothing lapses.

Renewals are tracked on our side. A lapse in insurance can suspend your TCP authority and knock you off the Black queue, so we start the renewal conversation early.

Airport permits: LAX, SFO, SAN and what they ask for

Airports run their own ground transportation permit programs on top of the CPUC. At LAX, for example, Los Angeles World Airports requires an active CPUC account, the vehicle listed on your insurance schedule, a TCP number displayed on the vehicle and a transponder ($50 each). New LAX applications can take up to 100 days, so start early. SFO, San Diego, San Jose and Oakland have similar programs.

We write livery policies statewide, including Los Angeles, San Diego, San Francisco and San Jose.

Common questions from livery drivers

Do I need a TCP permit to drive Uber Black in California?

Yes, and IIS Insurance Services insures drivers who already hold a TCP permit as well as drivers who are still applying for one. Uber Black, Black SUV and Lyft Black are charter-party categories in California. Uber will not activate them without a TCP certificate (Class A, B or P) and commercial liability coverage of at least $750,000 per vehicle.

What is the minimum liability limit for a TCP vehicle in California?

The minimum is $750,000 combined single limit for a vehicle with a seating capacity of 8 or fewer, including the driver, and IIS Insurance Services quotes every Uber Black policy at that minimum or higher. It rises to $1,500,000 for 9 through 15 seats and $5,000,000 for 16 or more. These come from CPUC General Order 115-G.

Will personal car insurance or a rideshare endorsement cover paid livery trips?

No, which is why IIS Insurance Services writes only commercial auto for livery work. Personal auto insurance excludes livery use, and Uber states that a rideshare endorsement does not meet its commercial insurance requirements. You need a commercial policy written for charter-party use.

Does Uber's own insurance cover Uber Black drivers?

No, and this is one of the most common questions IIS Insurance Services gets on Uber Black calls. Uber's rideshare (TNC) policy covers UberX-type trips. Uber treats Black and Black SUV drivers as commercial drivers, so your own commercial policy is the coverage on every trip.

How much does Uber Black insurance cost in California in 2026?

Roughly $1,000 to $1,500 a month for one owner-operator in Southern California with a clean record and one qualifying vehicle, based on quotes we see in 2026. Quotes can be a lot higher with violations on your record.

Why are some Uber Black insurance prices advertised lower?

Advertised starting prices are usually the lowest possible rate for the best-case driver, vehicle and location. In reality, $1,000 to $1,500 a month is what we see in 2026 for most single owner-operators in Southern California with a clean record, once the quote includes the $750,000 liability limit and physical damage coverage. IIS Insurance Services quotes several insurance companies that write California livery and shows you the full monthly cost before you buy.

Which cars qualify in California?

Uber publishes an eligible vehicles list for each city and updates it regularly, and IIS Insurance Services checks your vehicle against that list before quoting. In Los Angeles, the car must be 7 years old or newer, black inside and out with a black leather or vegan leather interior, and seat at least 4 passengers (6 for Black SUV). Uber's Los Angeles page asks for a driver rating of 4.85 or higher, and its national Uber Black page says 4.90. Check Uber's current list before you buy a vehicle, and send us the VIN before you sign so we can quote it first.

How long does it take to get a TCP permit?

Plan on two to three months, and IIS Insurance Services can quote you while your TCP application is still pending. The DMV Employer Pull Notice alone takes about six weeks, and the CPUC will not issue the permit until your insurance company has e-filed evidence of coverage. The fee is $1,000 for a standard permit ($1,500 for Class A), renewed every three years.

What happens to my TCP if my insurance lapses?

A lapse can cost you the permit, which is why IIS Insurance Services starts the renewal conversation early. Your insurance company files a cancellation with the CPUC at least 30 days before the cancellation date, and the CPUC can suspend your authority. If the insurance is not corrected within 90 days of the suspension date, the CPUC can revoke it. Uber will also deactivate Black access. If you are having trouble with a payment, call us before the due date. There is usually a way to keep the policy in force.

Do I need workers' compensation as a solo Uber Black driver?

Not if you have no employees, and IIS Insurance Services asks about employees on every quote so this gets set up right. Add drivers on payroll and workers' compensation becomes mandatory.

Can I pick up at LAX with an Uber Black account?

Only with an LAX ground transportation permit from Los Angeles World Airports on top of your TCP, and IIS Insurance Services can quote the limits LAWA asks for. LAWA checks that the vehicle is on your CPUC account and your insurance schedule. New applications can take up to 100 days.

Can I insure a leased or financed vehicle for Uber Black?

Yes, IIS Insurance Services writes leased and financed vehicles for Uber Black. The lender will require physical damage coverage and will want to be listed as loss payee. We set that up on the policy and the lender gets its certificate.

Is it worth it once you pay for commercial insurance?

That depends on your hours and your market, and IIS Insurance Services hears this question from many drivers weighing the switch from UberX. Black fares are higher and airport and corporate runs pay well, but the insurance, the permit fees and a qualifying vehicle are real fixed costs. Drivers who work airport and hotel accounts full time usually say yes. We are happy to give you a firm number so you can do the math before you commit.
