LAX Airport Permit Uber Black and Insurance Guide

LAX airport permit guide

To pick up Uber Black, Lyft Black or private clients at LAX, you need more than app approval. Los Angeles World Airports (LAWA) runs its own ground transportation permit program for charter-party carriers, on top of your CPUC TCP permit and your commercial auto insurance. Miss one piece and you are not getting past the staging lot.

Here is what Southern California owner-operators need to line up, in the order that saves the most time. IIS Insurance Services in Sherman Oaks handles the Uber Black and limo insurance side of this every week.

Three separate approvals: TCP, Uber, LAX

Drivers get tripped up because they assume one approval covers the others. It does not.

Approval Who issues it What it covers What it does not cover
TCP permit California Public Utilities Commission Your authority to carry passengers for hire anywhere in California Airport pickups and Uber platform access
Uber Black approval Uber Access to Black and Black SUV trips in the app Your permit, your insurance, or airport access
LAX TCP permit Los Angeles World Airports Commercial pickups and drop-offs on LAX property, with a transponder for the vehicle Anything off airport property
Commercial auto insurance Your carrier, arranged through us Liability, physical damage and the CPUC filing behind all three approvals It is proof, not permission; you still need the permits

LAX airport permit for Uber Black: what LAWA asks for

LAWA’s Transportation Charter Party permit page lists the requirements. To add a vehicle and operate at LAX you need:

  • An active CPUC account, with the vehicle listed on it.
  • The vehicle listed on your commercial insurance policy schedule. LAWA checks the certificate against the CPUC record.
  • Your TCP number displayed on the vehicle.
  • Workers compensation coverage if you have drivers beyond the owners.
  • All LAWA fees current. Transponders are $50 each and stay LAWA property; they are not transferable between vehicles.

New applications can take up to 100 days, so start the LAX paperwork as soon as your TCP is active, not after you start getting airport requests. Annual re-decal is handled online. SFO, San Diego, San Jose and Oakland run similar programs with their own fees and timelines.

LAX pickup, staging and priority rules

LAX rules change with construction and terminal work, so treat the Uber Driver app and posted airport signs as the final word on any given day. The basics that do not change: wait in the designated commercial staging area until the app or your dispatcher sends you to a terminal, do not circle terminals or stop curbside without an active order, and match the vehicle to the bags as well as the passenger count. Airport officers enforce curb rules, and a citation on LAWA property can put your permit at risk.

Uber may require you to complete its current LAX training or quiz before it sends airport requests. Completing it once does not mean you are done; watch the app for updates.

Insurance certificates, airport records and TCP details that must match

The single most common reason an LAX application stalls is a mismatch: the certificate lists an old vehicle, the TCP is under a personal name while the policy is under an LLC, or the VIN on the CPUC account does not match the VIN LAWA received. Before you submit, line up:

  • Named insured and legal business entity, with the DBA if you use one, identical across the policy, the TCP and the LAX application.
  • VIN and seating capacity identical on the registration, the CPUC account and the insurance schedule.
  • Liability limit at or above what LAWA and your contracts ask for. The CPUC minimum is $750,000 for 7 passengers or fewer; some airport and corporate contracts ask for $1 million.
  • Certificate wording exactly as LAWA requests it, including any certificate holder or additional insured language.

When you replace a vehicle, add a driver, form a new entity or move, tell us first. We update the policy, the CPUC filing and the certificate together so the airport record does not fall out of sync. Our post on California TCP permit insurance and the CPUC filing covers the permit side in detail.

Questions about LAX permits, insurance and document updates

Is a TCP the same as an LAX permit? No. The TCP is state operating authority. LAX access is a separate permit from LAWA that requires the TCP to already be active.

Can I use Uber’s TNC airport access instead? No. Uber’s TNC arrangement with LAX covers UberX-type drivers. Uber Black drivers are commercial drivers and operate at LAX under their own LAWA TCP permit. If you don’t have your CPUC authority yet, start with our post on how to get a TCP permit in California.

What if my policy cancels while I hold an LAX permit? The carrier notifies the CPUC, the CPUC can suspend the TCP, and LAWA deactivates the transponder. Call us before a payment problem becomes a cancellation.

Can I get a certificate for LAWA or a hotel? Yes, once the policy is bound and the details are correct. Send the request exactly as you received it. Call (877) 210-9514.

Frequently asked questions

Do I need my own LAX airport permit to drive Uber Black?
Yes. Uber Black drivers operate at LAX under a LAWA Transportation Charter Party permit tied to their own TCP and insurance. Uber approval and the TCP do not grant airport access by themselves.

What does the LAX TCP permit require?
An active CPUC account with the vehicle on it, the vehicle on your insurance schedule, the TCP number displayed, workers compensation if required, current fees and a $50 transponder per vehicle.

How long does the LAX permit take?
New applications can take up to 100 days. Start as soon as your TCP is active.

What insurance does an Uber Black or limo driver need for LAX?
Commercial auto liability at the CPUC minimum ($750,000 for 7 passengers or fewer), e-filed with the CPUC, plus a certificate in the wording LAWA requests. Some contracts ask for $1 million.

Can I wait or circle around LAX terminals for Uber Black requests?
No. Stay in the commercial staging area until dispatched, and follow the app, posted signs and airport staff.

Does Uber require LAX training for airport trips?
Uber may require a current LAX quiz or training before sending airport requests. Check the Driver app for updates.
