Most people who call us about a non-owner SR-22 ask about the monthly price first, and that makes sense. But the number that actually matters is what the requirement costs over the full three years, because the DMV expects the filing to stay in force the whole time. This post adds it up: the premium, the filing fee, the broker fee, and the one cost that can undo all of it, a lapse. For what a non-owner policy covers and who needs one, see our page on non-owner SR-22 insurance.
Non-owner SR-22 insurance in California: the basics before you call
A non-owner SR-22 is a liability-only policy in your name, with a certificate of proof of financial responsibility that the insurance carrier files electronically with the California DMV. Here is what IIS Insurance Services tells every caller before we quote:
- You do not need a car, and a non-owner policy does not cover a car registered to you. If you buy one later, the filing moves to an owner policy.
- Premiums with the insurance companies we work with run about $25 to $50 a month. The filing fee averages about $25 per filing, charged once per policy term (every six months on a six-month policy, once a year on an annual policy), and it is separate from the premium.
- The policy carries the state minimum liability, $30,000 per person and $60,000 per accident for injury and $15,000 for property damage, which is the minimum required coverage for SR22.
- A Social Security number is optional. None of the insurance companies we work with require it. We insure drivers with a valid foreign license, an AB 60 license, or an ITIN.
- IIS Insurance Services charges a broker fee, disclosed in writing before you buy. We never turn anyone away, and we lower or waive the fee for drivers in hardship.
- We quote and bind by phone, and we usually get the filing to the DMV the same day. Call (877) 210-9514.

Non-owners SR22 insurance California cost: the four pieces of the bill
IIS Insurance Services breaks the cost of a non-owner SR-22 into four pieces, and only one of them is the monthly premium people usually ask about. Knowing who charges each piece, and how often, is what keeps the total from surprising you.
| Cost | Who charges it | How often | What we see |
|---|---|---|---|
| Premium | The insurance company | Monthly, or the term paid in full | About $25 to $50 a month |
| SR-22 filing fee | The insurance company | Once per policy term, again at each renewal | About $25 per filing |
| Broker fee | The agency | Disclosed in writing before you buy | $200 and up is common at SR-22 agencies; IIS Insurance Services lowers or waives it in hardship |
| DMV reissue fee | The California DMV | When you reinstate after a DUI | $125, paid to the DMV, not the insurance company |
The filing fee is charged again at renewal
The SR-22 filing fee is not a single charge for the whole requirement. The insurance company charges it once per policy term, so a six-month policy brings a $25 filing fee every six months, and an annual policy brings it once a year. Over three years that is six filing fees on a six-month policy, or three on an annual one.
The broker fee depends on the agency
Most SR-22 agencies charge a broker fee, and $200 and up is common. IIS Insurance Services charges one too. It is disclosed in writing before you buy, and for drivers in a hard financial spot we lower it or waive it. What we do not do is turn anyone away.
Non owner SR22 insurance cost per month: what moves your number
IIS Insurance Services quotes non-owner SR-22 premiums from about $25 to $50 a month with the insurance companies we work with, and your record decides where you land in that range. Because a non-owner policy covers no specific car, there is no vehicle value to rate. What is left is you.
- The violation. A DUI, an accident without insurance, too many points, or a court order. In California, a DUI in the past 10 years or more than one point means losing the Good Driver Discount.
- The rest of the driving record and your years of experience. Proposition 103 ties California auto rates mainly to the driving record, annual miles, and years of driving experience. Credit scores are not used in California auto rates.
- The limits you choose. The SR-22 only requires the state minimums. Higher limits cost more each month.
- How you pay. Paying the term in full usually costs less than monthly payments with the insurance companies we work with.
Best for a tight budget: keeping the non owner SR22 insurance cost per month steady for three years
IIS Insurance Services tells budget-minded drivers that the cheapest non-owner SR-22 is the one that never lapses. The certificate stays on your DMV record for three years from the first date insurance is filed, and if the policy is canceled for any reason during that period, the insurance company notifies the DMV and the driving privilege is suspended again.
What those three years add up to is different in every scenario. The violation, the limits you choose, whether the policy runs on six-month or annual terms, and whether you pay monthly or in full all change the total. The filing fee comes once per term on top of the premium, and the broker fee is separate. We go through your own numbers with you on the phone before you buy.
Sometimes we see a driver choose monthly payments to keep the first payment low, then miss one in the second year. The policy cancels, the DMV is notified, and the driver is suspended again and paying to start a new policy and a new filing. If monthly is the only way, set the payments for autopay so they cannot be missed. Always be on top of your payments. If you can pay the term in full, that usually costs less. Our post on the best non-owner SR-22 insurance in California covers what we need from you to get the first filing to the DMV the same day.
When the non-owner SR-22 cost changes: buying a car or reaching the end
IIS Insurance Services reminds every non-owner client that two events change the cost before the three years are up, or right at the end. The first is buying a car. A non-owner policy does not cover a car registered to you, so the filing has to move to an owner policy, and that policy is rated on the car as well as on you. Call before you sign the purchase paperwork so the filing moves without a gap. Our post on non-owner SR-22 insurance online walks through that switch.
The second is the end of the requirement. The DMV does not send a notice when the three years are over. Confirm with the DMV that the requirement has ended before you ask the insurance company to remove the filing.
Frequently asked questions
Can I get an SR-22 to get my license back without insuring a car?
IIS Insurance Services writes non-owner SR-22 policies for exactly that. The policy is in your name with no vehicle, and the insurance carrier files the SR-22 certificate with the DMV, usually the same day you buy.
How long do you have to pay for SR-22 insurance in California?
IIS Insurance Services explains it the way the DMV does: the certificate stays on your record for three years from the first date insurance is filed, and the policy has to stay in force the whole time.
What is the cheapest non-owner SR-22 car insurance in California?
IIS Insurance Services does not see one company that is cheapest for every driver. We compare several insurance companies for your record, and non-owner premiums with the companies we work with run about $25 to $50 a month.
How hard is it to get an SR-22 without insurance?
IIS Insurance Services gets this question from drivers who have no policy at all. It is not hard: a non-owner policy is the insurance, the SR-22 is filed on it, and we never turn anyone away.
Does paying in full lower the cost of a non-owner SR-22?
IIS Insurance Services usually sees a lower total when the term is paid in full with the insurance companies we work with. It also removes the risk of a missed monthly payment canceling the policy.
