How long can you drive in California with a foreign license infographic: visitor vs new resident, the 10-day rule, and what establishes residency

How Long Can You Drive in California With a Foreign License?

Visitors 18 and older can drive in California on a valid license from their home country for as long as that license stays valid. Once you become a California resident, you have 10 days to get a California driver license. An International Driving Permit translates your license, but it doesn’t replace it. Our page on auto insurance with a foreign or international license in California covers the insurance side in general. This post answers the time question: how long your foreign license works here, when the 10-day clock starts, and what to do about insurance in the meantime.

How Long Can You Drive in California With a Foreign License?

For most adult visitors, California doesn’t set a fixed number of days. The DMV says visitors over 18 with a valid license from another state or country may drive in California without a California license, as long as the home license remains valid. So the answer depends on two things: whether your home license is still current, and whether you are still a visitor.

The answer changes the day California becomes your home. A new resident must apply for a California driver license within 10 days of establishing residency, even if the foreign license hasn’t expired. That is the rule most people miss, because they count from the day they landed instead of the day they became a resident.

There is one exception for younger drivers. If you are 16 or 17 and hold a valid license from another country, you can drive in California for a maximum of 10 days. After that, you need a nonresident minor’s certificate from the DMV, which requires proof of financial responsibility (proof of insurance) on file.

At IIS Insurance Services, the visitor-or-resident question comes up in almost every call from a driver with a foreign license. Your status decides what license you need, and it also shapes which insurance companies will write your policy and what documents they ask for.

Foreign Driver Rules: Visitor or California Resident?

The central question for a foreign driver in California is whether you are visiting or have become a resident. The DMV doesn’t go by how long you have been in the state. It goes by what you do here.

When the 10-Day California License Deadline Begins

The DMV says residency is established when you vote in a California election, pay resident tuition, file for a homeowner’s property tax exemption, or receive any other benefit that is normally reserved for residents. Once any of that happens, the 10-day clock starts, no matter how recently you arrived.

If you remain a visitor, your valid foreign license keeps working. The line is not always obvious, though. An international student paying nonresident tuition is usually still a visitor. A person who registered to vote, paid resident tuition, or claimed a homeowner’s exemption has established residency, even if they think of their stay as temporary. If you are not sure which side you are on, the DMV is the one to ask.

  • Apply for a California license within 10 days of establishing residency.
  • Your arrival date alone does not start the 10-day period.
  • Voting, resident tuition, and a homeowner’s exemption all show residency.
  • A valid foreign license works for as long as you are a visitor.
  • Drivers 16 or 17 get 10 days, then need a nonresident minor’s certificate.

Valid Foreign License and Driving Licence Requirements

For a visitor, a valid foreign license lets you drive in California when it is current, issued by your home country, and valid for the type of vehicle you are driving. Carry the original license, not a photo or a copy, along with your passport. If the license isn’t in English, an International Driving Permit helps police officers, rental desks, and insurance companies read it, but it is not a license by itself and it isn’t legal to drive on the permit alone.

Your license also affects your insurance. Most of the insurance companies we work with credit your home-country driving history, so bring a driving record or proof of prior insurance from home if you have one. It can make a real difference in your rate. We review the license and supporting documents before placing coverage, and our team can help you in seven languages.

International Driving Permit and Car Rentals

An International Driving Permit (IDP) is a translation booklet issued in the same country as your license. It is not an international license and it is not a standalone permit to drive. You get it before you travel, from the motoring authority in your home country, and carry it together with your original license.

What Rental Companies May Ask International Drivers to Show

Most car rentals ask international drivers for a valid foreign driver license, a passport, and a payment card in the renter’s name. Depending on where your license was issued, the rental desk may also ask for an International Driving Permit, especially when the license isn’t in Roman letters. Ask the specific location before you travel instead of relying on a general booking-site rule. What a rental company wants and what California law requires are two different lists.

  • Bring your original foreign driver license and your passport.
  • Use a payment card in the renter’s name.
  • Carry an International Driving Permit if your license is hard to read.
  • Confirm the document rules with the rental location, not the website.

Getting a California License After You Move

Once California is home, apply for a California license at the DMV. Book an appointment, then gather documents that prove your identity, your California residency, and your legal presence. Expect a knowledge test and a vision check, and plan on a behind-the-wheel drive test as well. The DMV handbook says a driver who doesn’t hold a California or other U.S. state license applies for an instruction permit first and then takes the drive test, so a foreign license is not simply exchanged the way an out-of-state license is. Bring original documents and confirm the current requirements before your visit.

If you brought a vehicle with you, the registration deadline is even shorter than many people expect: you have 20 days from becoming a resident to register a vehicle from another state or country. If you are buying a car here instead, our post on how to buy a car in California with foreign license documents covers the purchase, title transfer, and registration steps.

Once the California license is issued, tell your insurance agent right away; our post on car insurance for foreign license holders after you get a California license explains what to send and why the rate usually drops.

Car Insurance in California With a Foreign License

A foreign license doesn’t stop you from insuring a car in California. We insure visitors, students, and new residents with a valid foreign license, an AB 60 license, or an ITIN. Most insurance companies don’t ask for a Social Security number, and none of the insurance companies we work with require it. We can usually start coverage the same day, so you are covered from the first drive.

Insurance companies price your policy on your driving record, your years of driving experience, the car, where it’s parked, and the coverage you choose. Every policy has to carry at least California’s minimum liability limits of $30,000 per person and $60,000 per accident for injuries, and $15,000 for property damage. If you plan to switch to a California license in a few weeks, tell us. Your policy carries over, and we update the license information when the new one arrives.

Frequently Asked Questions

Can I drive in California with a foreign driver’s license?

Yes, if you are a visitor over 18 and your license is valid. Carry the original license and your passport. The rules change once you establish California residency.

Can I use an International Driving Permit in California?

Yes, together with your original license. The permit translates your license. It is not a license on its own, and it won’t let you drive once you are a resident who needs a California license.

How long can you use an international driver’s license in California?

As a visitor, for as long as your home-country license stays valid. As a new resident, you have 10 days from establishing residency to apply for a California license.

Do I need a Social Security number to get car insurance?

No. A Social Security number is optional, and none of the insurance companies we work with require it.

What counts as establishing residency in California?

Voting in a California election, paying resident tuition, filing for a homeowner’s property tax exemption, or receiving any other benefit reserved for residents. The 10-day license deadline starts from that point.
