Most Uber Black owner-operators who call us have already learned the hard part: a personal auto policy does not qualify, and most standard insurance companies do not write livery coverage at all. What they want to know next is practical. What do you need from me to quote it, how fast can it be bound and filed, and what happens if the policy cancels? That is what this post covers. For the coverage itself, the CPUC limits and how the filing works, start with our page on Uber Black and limo insurance in California.
Commercial insurance for Uber Black in California: the basics before you call
Here is what IIS Insurance Services tells every owner-operator on the first call:
- Uber Black requires commercial auto insurance; Uber’s own page says personal auto insurance does not qualify, and a rideshare endorsement on a personal policy does not either. In California you also need charter-party carrier authority from the CPUC, a TCP permit for most owner-operators.
- The CPUC’s General Order 115-G sets the liability minimums by seating capacity including the driver: $750,000 for 8 or fewer seats, $1,500,000 for 9 through 15 seats, and $5,000,000 for 16 or more. Uber Black sedans and Uber Black SUVs both fall in the $750,000 tier.
- The insurance company files proof of insurance electronically with the CPUC. You do not file it, and neither do we.
- Real 2026 quotes for a one-car owner-operator with a clean record run about $1,000 to $1,500 a month. Violations push that a lot higher.
- IIS Insurance Services handles the insurance only. We do not file with the CPUC and we do not handle claims; the insurance company’s claims department does.
- We quote and bind by phone from our office in Sherman Oaks, in seven languages. Call (877) 210-9514.

What it takes to get a quote for the best commercial insurance for Uber Black
The general agencies that write this coverage use long applications. We do not hand you that application. We take a short intake by phone and complete the rest with you, because the application is not the hard part of this policy; the underwriting is. These are the items that actually move the quote.
Your California TCP permit number, or where you are in the application
If you already hold a TCP permit, we need the number. If you are still applying, tell us, because the insurance has to be in place for the CPUC to issue the permit, and the CPUC says not to apply unless you can operate within two to three months. We can quote before the permit exists; the policy and the permit come together at the end. Our post on how to get a TCP permit in California covers the application steps and fees.
The vehicle: year, model, value, and whether it is financed
The liability insurance part of the policy is set by the CPUC tier. The physical damage part follows the vehicle’s value, and that is where a late-model luxury vehicle changes the number. If there is a lender, the lender will require physical damage coverage, and the deductible you choose moves the premium. Uber’s Los Angeles requirements, as of October 13, 2026, call for a model year seven years old or newer, black exterior, black leather or vegan leather interior, no cosmetic damage, working windows and air conditioning, no stains, and commercial insurance. Uber changes its lists often, so check Uber’s page for your city before you buy a car for this.
Your driving record
The insurance company pulls the motor vehicle record for every driver listed on the commercial vehicle. A clean record is what the $1,000 to $1,500 range assumes. Points, an accident, or a DUI in the look-back period change the quote a lot, and some insurance companies will decline. Tell us up front; it saves a day of back and forth.
Where the car is garaged and how it is used
The garaging ZIP code, whether you also do private charter work outside the Uber app, whether you run one car or a small fleet, and whether you have employees all affect the policy. If you have employees, the CPUC also requires a workers’ compensation filing; an owner-operator with no employees does not have that.
| What we ask for | Why it matters | What delays binding if it is missing |
|---|---|---|
| TCP permit number or application status | Proof of insurance is filed with the CPUC under your authority | The filing cannot be matched to a permit |
| Vehicle year, model, VIN, value, lender | Sets the physical damage premium and deductible | No vehicle schedule, no policy |
| Driver license and record | The insurance company rates and sometimes declines on it | A violation found later reprices the quote |
| Garaging ZIP and use | Rating territory and classification | Wrong class means a wrong quote |
Staying covered: what a cancellation does to your insurance coverage and TCP permit
This is the part most owner-operators have never been told. California Public Utilities Code section 5391 requires a charter-party carrier to keep liability protection in effect for the life of the permit. The CPUC’s own insurance page says that if the policy is being canceled, the insurer’s authorized representative must file the cancellation with the CPUC no less than 30 days before the cancellation date, and that failure to maintain current insurance results in suspension or revocation of the operating authority, with a suspension turning into a revocation if it is not corrected within 90 days.
In plain terms: a missed payment is not just a lapse in coverage. It sends a cancellation notice to the CPUC, your authority is at risk, and your Uber Black account depends on both the permit and the commercial policy being active. Another situation we have handled in our agency is the driver who let a policy cancel over one payment, replaced it two weeks later, and then spent far longer than two weeks getting the authority sorted out. The fix is boring: pay on time, keep the vehicle schedule current when you change cars, and call us before a renewal if the price needs to come down, not after it cancels.
How to keep the price of Uber Black commercial auto insurance down
- Keep the record clean. The record is the single biggest driver of the premium, and a clean one keeps you inside the $1,000 to $1,500 range we see in 2026.
- Choose the physical damage deductible with the car’s value in mind. A higher deductible lowers the premium; a lender sets the floor.
- Know your seat count. An Uber Black SUV with seven seats including the driver stays in the $750,000 tier; it does not need the $1,500,000 policy. Our post on the cheapest commercial insurance for Uber Black explains the seat count rule.
- Let us shop it. IIS Insurance Services is appointed with several general agencies that write livery coverage, and the spread between them on the same driver is real.
Frequently asked questions
What insurance do I need for Uber Black?
Uber Black drivers need commercial auto insurance rated for charter-party use, meeting the CPUC’s General Order 115-G minimums, filed electronically with the CPUC by the insurance company. Personal auto insurance and rideshare endorsements do not qualify.
How much is the commercial insurance for Uber Black?
In 2026, IIS Insurance Services sees about $1,000 to $1,500 a month for a one-car owner-operator with a clean record. Violations push that a lot higher. The physical damage part depends on the vehicle’s value.
Do I need commercial vehicle insurance to drive for Uber?
For UberX-type rides, Uber maintains its own coverage and you keep a personal policy. For Uber Black and Uber Black SUV, you must carry your own commercial auto insurance and hold a TCP permit in California.
What are the car requirements for Uber Black in California?
As of October 13, 2026, Uber’s Los Angeles page requires a model year seven years old or newer, black exterior, black leather or vegan leather interior, no cosmetic damage, working windows and A/C, no stains, commercial insurance, and a minimum rating (4.85 on Uber’s Los Angeles page, 4.90 on its national Uber Black page). Check Uber’s page for your city.
Does the TCP permit expire?
Yes. The CPUC permit renews every three years for $100. The insurance has to stay in force the whole time, and airports such as LAX require their own permit on top of it.
